And yet, regulators and public reporting continue to raise concerns about grooming and harmful content exposure. Australia, for example, requested an urgent meeting with Roblox in February 2026 following reports of child grooming and graphic content.

Under U.S. law, platforms that are directed to children under 13, or that knowingly collect personal information from children under 13, face specific obligations under COPPA, including parental-consent requirements around collecting, using, or disclosing children’s personal information.
But beyond privacy compliance, grooming and exploitation claims often turn on a broader principle: foreseeability. If a platform is widely used by children, and the risks of predatory contact are well known and repeatedly reported, then plaintiffs will argue the platform had a duty to implement reasonable safeguards, and to do so before harm occurred, not after.
That is why “age limit” arguments in litigation often look like this:
- The platform knew minors were a major user segment
- The platform offered social/communication features that created predictable risk
- The platform failed to implement adequate controls, warnings, monitoring, and enforcement
- Those failures contributed to access, grooming, escalation, or repeated harm

Safety rollouts can be meaningful and still be inadequate.
